This is a community master plan for the Winstanley neighborhood in East St. Louis, bounded by State Street to the north, E. Broadway to the south, 10th Street to the west and and the railroad tracks to the east.

Adopted as an official community plan by the East St. Louis City Council on January 14th, 2021, the plan suggests a variety of strategies an actions related to the priority areas of residential vitality, economic mobility, social wellbeing, the public realm, and land use.
